What are the Saudi SABER requirements for telecom solar equipment?
Saudi SABER requirements depend on the actual imported product and its applicable technical regulations. For the commercial import route described by SASO, regulated products need the relevant product conformity process before the shipment certificate; non-regulated products follow the imported self-declaration route and still require shipment documentation. A proposal called a telecom solar system does not establish the classification of every item inside it.
SASO announced that the consignment certificate became a prerequisite before submitting an import customs declaration from October 1, 2025, covering both regulated and non-regulated products. Its official shipment-certificate announcement also directs suppliers to check product status using the HS code or keywords and prepare the appropriate conformity documents before shipping.
The practical decision is therefore whether the intended configuration has a confirmed route and matching evidence, rather than whether a supplier can send a document bearing the word SABER. Agree the classification and application responsibilities with the Saudi importer and, where required, a SASO-approved conformity assessment body. Do this while the equipment specification can still be changed.
This is a procurement screening guide reviewed on September 17, 2026, not a customs classification ruling or legal clearance opinion. Current Arabic regulations, amendments, effective dates and the competent authority’s product-specific interpretation must be checked for the application. No Huijue model is described here as Saudi-certified.
Define the shipment before choosing a conformity route
Begin with an import description that a reviewer can connect to a physical product. A cabinet shell, a populated DC power assembly and a complete photovoltaic supply package can share a sales name while presenting different assessment questions. The commercial invoice, product registration and technical file should not describe different versions of the order. List what is supplied as an assembled product, what travels separately and what is bought locally. Record the manufacturer, brand, model, intended function and electrical configuration for each identifiable product. Describe whether the PV controller supplies a DC load, whether an inverter is included and whether any interface can export power to the public network. An inverter’s evidence should not be requested as a substitute for a controller that performs a different function. Also identify the cabinet cooling device and communications hardware. A door-mounted air conditioner and a cellular gateway are not merely descriptive options: changing either creates a new model or functional boundary to review. Conversely, a passive enclosure should not acquire the approval description of the electronics planned for a later installation. Use a dated configuration sheet with a drawing revision and a bill of materials. For the broader distinction between enclosure and assembled equipment, see the integrated telecom energy cabinet guide. The Saudi register should refer to that specific ordered assembly, not an entire cabinet family with unspecified options.A product-to-evidence register for a Saudi telecom solar order
The following register is an original buyer review tool. It identifies questions to resolve; it does not assign HS codes or determine that every listed product needs the same certificate. Keep separate rows where the importer or assessment body identifies separate imported products, and retain the relationship to the overall assembly.| Imported item | Scope question for the importer or assessor | Evidence to request from the supplier |
|---|---|---|
| Photovoltaic modules | Which current Saudi PV requirements and recognition procedures cover the exact module? | Manufacturer and model identity, label artwork, applicable test reports and the confirmed Saudi certificate route |
| PV controller or inverter | Does the product provide DC charging, DC conversion or an AC grid interface? | Function description, ratings, connection drawing and reports or certificates covering the actual device |
| Rectifier and populated cabinet | What is registered as a component and what is assessed as the supplied assembly? | Assembly model, serialised BOM, circuit drawings, component identity and assembly evidence within the confirmed scope |
| Battery modules | What route applies to this stationary battery model, and which separate transport documents are needed? | Exact battery and BMS identities, product evidence required for the Saudi route and a separately controlled transport file |
| Cables, protection and cooling | Are items supplied separately, incorporated into the cabinet or subject to additional requirements? | Model and rating lists, wiring schedule, relevant reports, cooling-device data and any applicable efficiency evidence |
| Cellular gateway or radio-enabled controller | Does the exact connected device require CST approval or other telecommunications review? | Radio functions, module and host identities, manufacturer documents and applicable Saudi approval evidence |
